Tsai was born in Taipei, Taiwan in 1964. He attended the University of Toronto, where he earned a Bachelor of Arts degree in economics in 1987. He then went on to earn a law degree from Yale Law School in 1990. After graduating, Tsai worked as a corporate lawyer in New York City.
